The 2026 AI support market is a billing zoo: Intercom's Fin charges $0.99 per outcome, Zendesk's AI agents bill roughly $1.50–$2.00 per resolution on top of a $50-per-agent Copilot, Freshdesk's Freddy AI Agent costs $49 per 100 sessions with a $29-per-agent Copilot beside it, HubSpot's Breeze resolves at $0.50 a conversation, and Zoho's Zia bundles everything into a $40 seat with no per-resolution fee. The products differ less than the meters do — and the meter, not the model, decides your bill. This comparison is research-based (vendor pricing pages and cited breakdowns, checked 24 September 2026), carries no affiliate links, and labels every unpublished rate as reported.

The five AI products, in one table
| Product | What it is | Billing (checked Sept 2026) | Runs on |
|---|---|---|---|
| Intercom Fin | Autonomous AI agent that resolves conversations end-to-end across chat, email, WhatsApp, SMS, voice, Slack | $0.99 per outcome (max once per conversation); $9.99 per sales qualification; 50-outcome monthly minimum on non-Intercom desks | Intercom + Zendesk, Salesforce, Freshworks, HubSpot |
| Zendesk AI agents | Autonomous resolution layered on Suite; Copilot assists human agents | ~$1.50 committed / $2.00 pay-as-you-go per automated resolution (reported, not published) + $50/agent/mo Copilot | Zendesk Suite |
| Freddy AI Agent (Freshdesk) | Customer-facing bot for chat and email | 500 sessions once per account, then $49 per 100 sessions (~$0.49 each) | Freshdesk Growth/Pro/Enterprise |
| Freddy AI Copilot (Freshdesk) | Agent-assist: suggested replies, summaries, ticket triage | $29 per agent/mo, Pro and Enterprise only | Freshdesk Pro/Enterprise |
| HubSpot Breeze Customer Agent | Autonomous agent on the CRM | $0.50 per resolution (50 credits); 3,000 credits/mo included on Pro (~60), 5,000 on Enterprise (~100) | Service Hub Professional+ |
| Zoho Zia | Full AI suite: sentiment, reply suggestions, auto-tagging, Answer Bot, anomaly detection | Bundled in Enterprise $40/agent/mo — no per-resolution fee; lighter AI on Standard ($14) and Professional ($23) | Zoho Desk |
Two architectural splits matter more than the price tags. Autonomous agents (Fin, Zendesk AI agents, Freddy AI Agent, Breeze) resolve conversations without a human — they bill per outcome. Copilots (Zendesk Copilot, Freddy Copilot, Intercom Copilot at $29/agent/mo) assist human agents — they bill per agent. Zendesk and Freshdesk sell you both meters at once; Intercom sells both too; HubSpot sells only the autonomous meter; Zoho bundles everything into the seat.
Fin's $0.99 rate and billing rules were confirmed on its pricing page 24 September 2026; Zendesk's per-resolution rates come from customer analyses since Zendesk doesn't publish them.
The billing zoo: four meters, one bill
Strip away the branding and every vendor bills AI on some combination of four meters:
- Per outcome/resolution — the dominant meter. Fin $0.99, Zendesk ~$1.50/$2.00, Breeze $0.50, Freddy ~$0.49/session. You pay for what the AI completes, however many messages it took. The definitions differ (see Limits), and so does what's free: Fin refunds reopened conversations; HubSpot doesn't bill escalations that reach a human within 72 hours.
- Per agent (copilot) — $50 (Zendesk) or $29 (Freshdesk, Intercom) per agent per month for assist tools. Bills with headcount, not with automation — the meter that punishes growing teams.
- Bundled in the seat — Zoho's model: full Zia in the $40 Enterprise tier, lighter AI down to $14. No second meter at all. The cheapest at high volume, full stop — if the AI quality meets your bar.
- Credit pools — HubSpot's variant of per-resolution: monthly credit allowances shared across Breeze features, with auto top-up when exhausted. Functionally per-resolution billing with a small included bundle and a quieter invoice.
The honest way to compare: convert everything to cost per 1,000 resolutions a month at your headcount, then add the seat bill. That's what the next section does.

Worked scenarios: what 1,000 resolutions really cost
Same scenario for every vendor: 10 human agents, 1,000 AI-handled resolutions a month, annual billing, September 2026 prices. Seat tiers are each vendor's realistic pick.
Fin on Intercom (Advanced seats):
- Seats: 10 × $85 × 12 = $10,200/yr
- Outcomes: 1,000 × $0.99 × 12 = $11,880/yr
- Total: $22,080/yr. Outcomes exceed seats.
Zendesk (Suite Team + Copilot + AI agents):
- Seats: 10 × $55 × 12 = $6,600/yr
- Copilot: 10 × $50 × 12 = $6,000/yr
- Resolutions: 1,000 × $1.50 × 12 = $18,000/yr
- Total: $30,600/yr. The resolution line is 59% of the bill — on reported, not published, rates.
Freshdesk (Pro + Copilot + AI Agent):
- Seats: 10 × $55 × 12 = $6,600/yr
- Copilot: 10 × $29 × 12 = $3,480/yr
- Sessions: 1,000 × $0.49 × 12 = $5,880/yr (after the one-time 500)
- Total: $15,960/yr. The cheapest per-unit AI of the metered vendors.
HubSpot (Service Hub Professional + Breeze):
- Seats: 10 × $90 × 12 = $10,800/yr + $1,500 onboarding
- Resolutions: (1,000 − 60 included) × $0.50 × 12 = $5,640/yr
- Total year one: $17,940. The $0.50 rate keeps the AI line modest; the seats don't.
Zoho Desk (Enterprise, Zia bundled):
- Seats: 10 × $40 × 12 = $4,800/yr
- AI: $0
- Total: $4,800/yr. One-sixth of the Zendesk total for the same resolution count.
The scenarios assume comparable resolution quality across vendors — your mileage will vary with knowledge-base quality, ticket complexity, and language coverage. What the math proves isn't that Zoho's AI is "best" but that the billing model dominates the product comparison: the spread between cheapest and most expensive here is 6×, and it comes from meters, not models.

Limits nobody puts in the headline
Every AI agent ships with constraints that the pricing page downplays. Check these before you buy:
- Resolution definitions vary. Fin bills an outcome as confirmed, customer-acknowledged, or assumed after 24 hours of silence — and refunds reopened conversations. HubSpot's resolution requires no human handoff for 72 hours. Zendesk's "automated resolution" definition isn't published at all. Freddy's "session" is a 72-hour email window or a 24-hour chat window per end-user interaction. Two vendors can resolve the same conversation and bill it differently.
- Knowledge-base dependence. Every vendor's resolution rate depends on your help center's completeness and freshness. Salesforce cites a 76% average resolution rate for Fin — that's across its customer base, not a guarantee for your content. A thin knowledge base produces a confident-sounding bot that escalates everything (and still bills for the attempts on some meters).
- Minimums and allowances. Fin's 50-outcome monthly minimum on non-Intercom desks (~$49/month floor). Freddy's 500 sessions are once per account, not monthly — the meter starts running the day the allowance empties, often mid-pilot. HubSpot's included credits are shared across Breeze features, not reserved for support.
- Channel and language coverage. Verify the AI works on your channels (voice and WhatsApp support vary) and in your customers' languages before committing — demos run on the vendor's best-case setup.
- Escalation quality. The cost of a bad AI isn't the per-resolution fee — it's the customer who churns after a bot loop. Citizens Advice's July 2026 polling found only 20% of UK adults preferred chatbots, and nearly half of those who had to use one found it unhelpful. The escalation path (how fast, how graceful, with what context handed to the human) matters more than the resolution rate.

The Salesforce–Fin acquisition: what changes
On 10 September 2026, Salesforce completed its acquisition of Fin — the company formerly known as Intercom — for approximately $3.6 billion, per Salesforce's own announcement. Fin's agent joins Salesforce's portfolio alongside Agentforce, its customizable agent platform, with Fin positioned as the fast-to-deploy option and Agentforce as the deeply customizable one.
What changes for buyers, as of late September 2026:
- Pricing: nothing yet. The $0.99-per-outcome rate is unchanged since the deal closed, and Intercom's pricing page still sells the Intercom helpdesk with Fin. But prices and packaging can change after an acquisition — check the live page before signing anything long-term, and get rate commitments in writing on multi-year deals.
- Roadmap: now answers to Salesforce. Fin's development priorities will increasingly serve Salesforce's ecosystem. Buyers on Zendesk, HubSpot, or Freshworks running Fin should watch for feature velocity differences across platforms — the Salesforce-native experience will likely get the investment first.
- The competitive shape shifts. Salesforce now owns both the customizable agent platform (Agentforce) and the turnkey one (Fin). For Intercom-desk buyers, the question isn't just "Fin vs alternatives" anymore — it's whether the desk itself stays independent-minded under Salesforce ownership.
None of this is a reason to avoid Fin — it's the most deployed AI support agent in the category with the most transparent pricing. It's a reason to read the contract's change-of-terms clauses and to keep your knowledge base portable.
- Five products, two architectures: autonomous agents bill per outcome (Fin $0.99, Zendesk ~$1.50/$2.00, Breeze $0.50, Freddy ~$0.49/session); copilots bill per agent (Zendesk $50, Freshdesk/Intercom $29).
- At 10 agents and 1,000 resolutions/month, annual totals range from $4,800 (Zoho, bundled) to $30,600 (Zendesk, full stack) — the meter matters more than the model.
- Resolution definitions differ by vendor (24-hour silence vs 72-hour no-handoff vs unpublished) — read them before signing.
- Watch the minimums: Fin's 50-outcome floor off-Intercom, Freddy's one-time 500-session allowance, HubSpot's shared credit pool.
- Salesforce completed its ~$3.6B acquisition of Fin on 10 Sept 2026; pricing unchanged so far, roadmap now serves Salesforce's ecosystem. All prices checked 24 September 2026.
FAQs
Which AI support agent is cheapest?
Per resolution: Freshdesk's Freddy AI Agent (~$0.49/session) and HubSpot's Breeze ($0.50) are the cheapest metered rates (checked Sept 2026). At high volume, Zoho's bundled Zia (Enterprise $40/seat, no per-resolution fee) is cheapest overall. "Cheapest" assumes comparable resolution quality — test against your own tickets.
What is the difference between an AI agent and a copilot?
An AI agent (Fin, Freddy AI Agent, Breeze) resolves customer conversations autonomously and bills per outcome. A copilot (Zendesk Copilot, Freddy Copilot) assists your human agents with replies and summaries and bills per agent per month. Zendesk, Freshdesk, and Intercom sell both; budget them as separate lines.
Did Salesforce buying Fin change its pricing?
Not as of late September 2026 — the $0.99-per-outcome rate is unchanged since the 10 September 2026 close, per Salesforce's announcement and subsequent pricing checks. Packaging could change, so verify the live pricing page and get rate commitments in writing on long contracts.
How many conversations can AI actually resolve?
Vendor averages (Salesforce cites 76% for Fin) reflect their customer bases, not your content. Independent 2026 benchmarks put mature deployments at 50–70% verified resolution and deeply integrated agentic deployments at 70–85% — all heavily dependent on knowledge-base quality. Treat vendor resolution claims as directional.
Should I run Fin on my non-Intercom help desk?
Fin runs on Zendesk, Salesforce, Freshworks, and HubSpot with a 50-outcome monthly minimum (~$49/month). It's viable if you like the desk you have and want best-in-class autonomous AI — but you're paying $0.99 per outcome on top of your existing seats, so model the combined bill first.
Prices and billing rules were published by the vendors and checked 24 September 2026 via vendor pricing pages and cited breakdowns. Zendesk's per-resolution rates (~$1.50/$2.00) are reported by customer analyses, not published by Zendesk. Verify current terms before purchasing.
